Citizen Centric Governance

 

 

The “key word” to be used in this is the “citizens engagement” in the various phases of the service definition, development, refining and monitoring, and the whole concept of user-centric services is based on “putting the citizen (user) at the centre of innovative services” starting from enabling of a specific procedure: citizens shall be involved in the user-centric services development driven by what users want and operate on a scale that is relevant to them.

The whole approach can be actualised through very different ways and using very different tools, often not only ICT-based; public workshops and consultation are still a powerful instrument to create a co-operative debate

Indeed ICT is only a tool, both for information gathering and information delivering, as we can elicit useful information through face-to-face discussions, and the first challenge is to define the most suitable interface for users/citizens we shall use to empower the citizen to interact.

Citizen-centric governance means also creating a so-called ‘smart environment’ that see the users/citizens as their main stakeholders. The user-centricity will be the basis for adopting a shared approach: people living in a smart multimodal environment which maximizes the economies of scope and scale across its multiple infrastructure layers. Here, the ‘smartness’ shall not be referred uniquely to the technologies, but includes a broader view of ensuring a minimum QoS for public and private services, the direct contact and management of the resources in the territory, the coopetition among citizens and the other actors (government, industry, academia) working together to co-drive structural changes. It’s the application of the Quadruple Helix model, introduced within the Open Innovation 2.0 (OI20) main vision, and applied to the territorial open government.

The ideal citizen centric governance scenario might be described as one with freedom of choice to participate in the design, delivery and review of public services with governments that focus on enabling user initiating and implementing levels. However, realising this relies on a number of factors, among all the interactivity and including active citizen participation through discussion, dialogue and debate, possibly supported by social networks and platforms. It has been emphasised that techniques such as narratives, games or even art may be important vehicles for expressing evidence and forming opinion.

Following this preliminary analysis, and keeping in mind that an informed citizenry might engage with experts from many domains in generating scenarios for improving the quality of urban life and urban performance, we can list some initial recommendation targeted to the Community at large:

  • It’s important to assess methodologies for users and citizens’ engagement that imply the active participation of users especially in the phase of the service definition. Empowering citizens to be decision makers: individuals, small communities and organizations can participate in the entire decision making process in a manner that was not possible earlier.

 

  • The use of new technologies and the 2.0 tools through mobile devices empowers the co-participation of users, being these the interface that almost all citizens and users are going to use for the management of all the information of his/her daily life. The focus shall be on ways in which citizens can first access information about what is happening in their communities and cities but also explore ways in which a wide range of different groups can become actively involved in the design and planning process, both remotely and in face-to-face situations using data, models and scenarios all informed by contemporary ICT.

 

  • The business perspective for the service’ sustainability is a boundary requirement when thinking about the need of provision of added-value content information. More users, more trust, more engagement, more feedback, more info to be elaborated by third parties.

 

  • Core Principles for Making Governance Citizen Centric

 

 

  • In our country there is a tendency for some enforcement agencies not to rigorously enforce the provisions of law. This is particularly evident in case of traffic related violations, civic offences, infringement of pollution control laws etc. For their part, sometimes, the citizens are equally to blame for flouting rules with impunity and without regard to public health, safety and consideration for others. A crackdown on these types of offences in some cities like Delhi, whether enforced by Courts or otherwise, have tended to operate as campaigns and may therefore be unable to create and sustain a long term impact because they are driven by personalities or by court verdicts rather than by the institutions themselves.
  • Hence all public agencies should adopt a zero tolerance strategy towards crime, in order to create a climate of compliance with laws leading to maintenance of public order. This strategy should be institutionalized in the various public agencies by creating appropriate statistical databases, backed up by modern technology, to monitor the level and trends of various types of offences and link these to a system of incentives and penalties for the officials working in these agencies. It should be combined with initiatives to involve the community in crime prevention measures. The core principles for making governance citizen centric are:

Citizen expects good governance and high quality performance from Government. Good governance brings prosperity. Instead bad governance, brings conflict result in civil war, as it restricts opportunities of its citizen which make them frustrated.

Having said all this, it is important to re-iterate that the success of the governance depends on proper policy making and policy implementation which in turn depends on the successful implementation of different methodologies of good governance at the ground level rather than managerial skills of the administrators, mainly because of the in-built variable and dynamic nature of the problems wherein the success of the decisions more depend on whether the understanding of the administrator is congruent to the nucleus of the problem as it was perceived by the public at large. Further not only the administrators are expected to identify the issues but also the relative weights which needs to ascribed to the various issues and their related aspects. Lastly the manner in which the issues are addressed again is very organic and fluid which ascribes ultimate importance to the sensitivities and perceptions of the clientele in accordance with the situational features. Thus, participation of all stakeholders as government, judiciary, institutions, civil society and citizens are necessary to bring good governance.

 

State Legislature : Organization, Powers and functions, with special reference to Jharkhand

Articles 168 to 212 in Part VI of the Constitution deal with the organisation, composition, duration, officers, procedures, privileges, powers and so on of the state legislature.In most of the States, the Legislature consists of the Governor and the Legislative Assembly (Vidhan Sabha). This means that these State have unicameral Legislature. In a Six States( Andhra Pradesh, Bihar, Jammu and Kashmir, Karnataka, Maharashtra, Telangana, and Uttar Pradesh.), there are two Houses of the Legislature namely, Legislative Assembly (Vidhan Sabha) and Legislative council (Vidhan Parishad) besides the Governor.Where there are two Houses, the Legislature, is known as bicameral.Five States have the bicameral, legislature. The Legislative Assembly is known as lower House or popular House. The Legislative Council is known as upper House.

There is a Legislative Assembly (Vidhan Sabha) in every State. It represents the people of State. The members of Vidhan Sabha are directly elected by people on the basis of universal adult franchise. They are directly elected by all adult citizens registered as voters in the State. All men and women who are 18 years of age and above are eligible to be included in the voters’ List.

There are certain qualifications prescribed by the Constitution for being elected as an M. L. A. The candidate must:

  • be a citizen of India;
  • have attained the age of 25 years;
  • have his/her name in the voters’ list;
  • not hold any office of profit; and
  • not be a government servant.

Subject to the provisions of article 333, the Legislative Assembly of each State shall consist of not more than five hundred, and not less than sixty, members chosen by direct election from territorial constituencies in the State.

The Legislative council or Vidhan Parishad is partly elected and partly nominated. Most of the members are indirectly elected in accordance with the principle of proportional representation by means of single transferable vote system. Different categories of members represent different interests. The composition of the Legislative Council is as follows:

i. One-third members of the Council are elected by the members of the Vidhan Sabha.
ii. One-third of the members of the Vidhan Parishad are elected by the electorates consisting of members of Municipalities, District Boards and other local bodies in the State;
iii. One-twelfth members are elected by the electorate consisting of graduates in the State with a standing of three years;
iv. One-twelfth members are elected by the electorate consisting of teachers of educatioal institutions within the State not lower in standard than a secondary school who have teaching experience of at least three years;
v. The remaining, i.e. about one-sixth members are nominated by the Governor from amongst the persons having special knowledge in the sphere of literature, science, arts, co-operative movement and social service.

The State Legislature is empowered to make laws on State List and Concurrent List. The Parliament and the Legislative Assemblies have the right to make the laws on the subjects mentioned in the Concurrent List. But in case of contradiction between the Union and State law on the subject the law made by the Parliament shall prevail.

State legislature has exclusive powers over subjects enumerated in List II of the Seventh Schedule of the Constitution and concurrent powers over those enumerated in List III. Financial powers of legislature include authorisation of all expenditure, taxation and borrowing by the state government. Legislative assembly alone has power to originate money bills. Legislative council can make only recommendations in respect of changes it considers necessary within a period of fourteen days of the receipt of money bills from Assembly. Assembly can accept or reject these recommendations.

State legislatures, apart from exercising the usual power of financial control, use all normal parliamentary devices like questions, discussions, debates, adjournments and no-confidence motions and resolutions to keep a watch over day-to-day work of the executive. They also have their committees on estimates and public accounts to ensure that grants sanctioned by legislature are properly utilised.

Main Features of Arunachal Economy

Introduction

  • The economy of Arunachal Pradesh is predominantly agrarian. Agriculture and allied activities have overriding importance as a source of livelihood to the people of Arunachal Pradesh.
  • The State’s economy is characterized by persistent stringent financial situation marked by a very low level of State’s own resources co-existing with high level of borrowing.
  • The State has been suffering from impaired economic development due to bottlenecks in development of roads, civil aviation etc. in terms of per capita State Domestic Product and other development indices such as power, road length, Arunachal Pradesh ranks below national average.
  • Arunachal Pradesh is one of the Special Category States and is largely dependent on Central Assistance for Plan investment as the scope of internal mobilization of resources is limited in Arunachal Pradesh in view of low tax base. Therefore, the prime mover of the growth of the economy has been the flow of funds from the Centre.
  • The relatively isolated economies of the tribal communities of the area, which were later reorganized as Arunachal Pradesh, were gradually integrated into the larger economy only after independence, and more particularly after the Indo-China war of 1962. Apart from the relatively late exposure to modernization, another specificity of the historical transformation of the Arunachal economy was the role of the State as the prime mover in this process of gradual transformation and integration of the economy.
  • Arunachal Pradesh has now witnessed remarkable social and economic changes within a comparatively short period of time. The State’s economy has not only experienced a remarkable growth over the past decades, it has diversified from agriculture and forestry based subsistence economy into a market economy.
  • In 1970-71 the per capita Net State Domestic Product (NSDP) of Arunachal Pradesh was 56.14 percent of the per capita national income. Starting from a very low base, Arunachal’s per capita income increased at a faster rate than the country’s national income.
  • The predominantly barter economies are in the process of being transformed into a monetized economy. The market institutions are still underdeveloped in many respects, and there is a great deal of regional variations in the degree of integration with the market economy.
  • There is a significant change in terms of land tenure system, which is steadily leading to individual ownership by making collective ownership (clan, village, community ownership) a marginal phenomenon. In urban or semi-urban areas, land became a commodity for earning cash and ‘brewing social conflicts’
  • Subsistence nature of farming coupled with modern consumption structure is the driving force behind the changing economic institutions in Arunachal Pradesh. The rural urban migration, due to pull factors in the state, has resulted in substantial increase in employment in service sector. Thus, the process of modernization has led to the transformation of the traditional economic institutions in the State.
  • In the context of Arunachal Pradesh, power sector is the most vital infrastructure input for socio- economic development and has assumed centre stage because of huge hydropower potential.
  • At the time of independence there were less than 100 km. of dirt roads. At the time attaining statehood in 1987 the total road length was only 3419 km and today it stands at 21066.36 km i.e., 25.16 km/ 100 sq. km a quantum jump in progress.
  • The prospect of creating an industrial base in the state seems daunting in the light of the ecological and economic specificities of the state. However, a carefully designed strategy for establishing specific industries having strong forward and backward linkages has been envisaged in the New Industrial Policy-2008 of the State.

Economic Reforms

The Government of Arunachal Pradesh has been pursuing economic reforms for speedy development. There has been a significant fiscal correction in the last couple of years. Major reforms initiated by the State are

  • The State has taken various measures to curtail non-plan and unproductive expenditure and to increase State’s Own tax and non-tax revenue. The State’s own tax which was around Rs. 37.00 crore has now jumped to above Rs.80 crore this year. Because of various initiatives in development of hydropower, mines and minerals etc. The non-tax revenue is also increasing substantially.Main Features of Arunachal Economy
  • The State Govt. has enacted the ‘Fiscal Responsibility and Budget Management (FRBM) Act 2006’ and in accordance the ‘Arunachal Pradesh Fiscal Responsibility and Budget Management Rule 2007’ have been framed to ensure prudence in fiscal management.
  • Mobilization of State’s own resource is pre-requisite for financing the annual plan. The Finance Department is in constant touch with revenue generating departments and monitoring meticulously for greater revenue generation.
  • The gross fiscal deficit which was at 13.85% of GSDP in 2004-05 has been reduced to 3.57 in 2007-08. • Serious restrictions have been put for the non-developmental expenditure including the post creation. • The Plan schemes are now being executed in Project Mode with the introduction of the concept of non-divertible earmarked allocation. The State Govt. has constituted very high level committee under the Chairmanship of the Chief Secretary to scrutinize the project proposals.
  • The State Govt. has notified “Hydro Electric Power Policy 2008” to accelerate investments in development of hydro power projects having installed capacity above 25 MW. The Govt. of Arunachal Pradesh had also announced “Small Hydro Power Policy 2007“for small hydro power projects upto an installed capacity of 25 MW.
  • The State PWD has reduced its manpower by 7000 Nos. through VRS. It will lead a saving of Rs. 30.00 crore per year. Other departments with surplus man-power are also working out the modalities.
  • To minimize the burden of committed liabilities of salary, Government of Arunachal Pradesh has transferred 13265 Nos. Plan posts of 37 Nos. departments from 7th Five Year Plan onwards during Annual Plan 2008-09 in the first phase. Transfer of remaining 8 Nos departments as well as committed liabilities of 8 departments will be taken care in the second phase during Annual Plan 2009-10. As a result provision Direction and Administration has been reduced to 27.69% during 2008-09 compared to 44.14% during Annual Plan 2007-008.

 

EUTROPHICATION AND HARMFUL ALGAL BLOOMS

 

Eutrophication is a syndrome of ecosystem, response to the addition of artificial or natural substances such as nitrates and phosphates through fertilizer, sewage, etc that fertilize the aquatic ecosystem.

The growth of green algae which we see in the lake surface layer is the physical identification of an Eutrophication.

Some algae and blue-green bacteria thrive on the excess ions and a population explosion covers almost entire surface layer is known as algal bloom.  Nitrogen testing is a technique to find the optimum amount of fertilizer required for crop plants. It will reduce the amount of nitrogen lost to the surrounding area.

 

 

HARMFUL ALGAL BLOOMS

Algae or phytoplankton are microscopic organisms that can be found naturally in coastal waters. They are major producers of oxygen and food for many of the animals that live in these waters.

Algal blooms can be any color, but the most common ones are red or brown.

Most algal blooms are not harmful but some produce toxins and do affect fish, birds, marine mammals and humans.

Use of algae

Most species of algae or phytoplankton serve as the energy producers at the base of the food web, without which higher life on this planet would not exist.

Why Red Tide is a misnomer?

“Red Tide” is a common name for such a phenomenon where certain

phytoplankton species contain pigments and “bloom” such that the human eye perceives the water to be discoloured.

Blooms can appear greenish, brown, and even reddish orange depending upon the type of organism, the type of water, and the concentration of the organisms.

The term “red tide” is thus a misnomer because blooms are not always red, they are not associated with tides, they are usually not harmful, and some species can be harmful or dangerous at low cell concentrations that do not discolour the water.

What are the causes of these blooms?

Two common causes are nutrient enrichment and warm waters.

Landform

 

Each landform has its unique physical shape, size, materials and is a result of the action of certain geomorphic processes and agent(s). Every landform has a beginning. Landforms once formed may change in their shape, size and nature slowly or fast due to continued action of geomorphic processes and agents. Due to changes in climatic conditions and vertical or horizontal movements of landmasses, either the intensity of processes or the processes themselves might change leading to new modifications in the landforms.

Evolution

It implies stages of transformation of either a part of the earth’s surface from one landform into another or transformation of individual landforms after they are once formed. That means, each and every landform has a history of development and changes through time. A landmass passes through stages of development somewhat comparable to the stages of life — youth, mature and old age.

Geomorphic Agents

Changes on the surface of the earth owe mostly to erosion by various geomorphic agents. Running water, ground-water, glaciers, wind and waves are powerful    erosional and depositional agents shaping and changing the surface of the earth aided by weathering and mass wasting processes. These geomorphic agents acting over long periods of time produce systematic changes leading to sequential development of landforms.

Fluvial landforms

The landforms created as a result of degradational action (erosion) or aggradation work (deposition) of running water is called fluvial landforms.

These landforms result from the action of surface flow/run-off or stream flow (water flowing through a channel under the influence of gravity). The creative work of fluvial processes may be divided into three physical phases—erosion, transportation and deposition.

The landforms created by a stream can be studied under erosional and depositional categories.

Erosional category

Valleys, gorge and Canyon

The extended depression on ground through which a stream flows throughout its course is called a river valley. gorge is a deep valley with very steep to straight sides. A canyon is characterized by steep step-like side slopes and may be as deep as a gorge.

At a young stage, The profile of valley  is typically ‘V’ shaped. As the cycle attains maturity, the lateral erosion becomes prominent and the valley floor flattens out. The valley profile now becomes typically ‘U’ shaped with a broad base and a concave slope.

Potholes, Plunge pools

Potholes are more or less circular depressions over the rocky beds of hills streams.Once a small and shallow depression forms, pebbles and boulders get collected in those depressions and get rotated by flowing water. Consequently, the depressions grow in dimensions to form potholes.Plunge pools are nothing but large, deep potholes commonly found at the foot of a waterfall. They are formed because of the sheer impact of water and rotation of boulders.

Incised or Entrenched Meanders

They are very deep wide meanders (loop-like channels) found cut in hard rocks.In the course of time, they deepen and widen to form gorges or canyons in hard rock.The difference between a normal meander and an incised/entrenched meander is that the latter found on hard rocks.

River Terraces

They are surfaces marking old valley floor or flood plains.They are basically the result of vertical erosion by the stream. When the terraces are of the same elevation on either side of the river, they are called as paired terraces.When the terraces are seen only on one side with none on the other or one at quite a different elevation on the other side, they are called as unpaired terraces.

Depositional Features

Alluvial Fans

They are found in the middle course of a river at the foot of slope/ mountains.When the stream moves from the higher level break into foot slope plain of low gradient, it loses its energy needed to transport much of its load.Thus, they get dumped and spread as a broad low to the high cone-shaped deposits called an alluvial fan.

Deltas

They are found in the mouth of the river, which is the final location of depositional activity of a river. \The coarser material settle out first and the finer materials like silt and clay are carried out into the sea.

 

 Flood Plains, Natural Levees

Natural levees are found along the banks of large rivers. They are low, linear and parallel ridges of coarse deposits along the banks of a river.The levee deposits are coarser than the deposits spread by flood water away from the river.

 

 Meanders and oxbow lakes

  • They are formed basically because of three reasons: (i) propensity of water flowing over very gentle gradient to work laterally on the banks; (ii) unconsolidated nature of alluvial deposits making up the bank with many irregularities; (iii) Coriolis force acting on fluid water deflecting it like deflecting the wind.
  • The concave bank of a meander is known as cut-off bank and the convex bank is known as a slip-off
  • As meanders grow into deep loops, the same may get cut-off due to erosion at the inflection point and are left as oxbow lakes.

Braided Channels

When selective deposition of coarser materials causes the formation of a central bar, it diverts the flow of river towards the banks, which increases lateral erosion. Similarly, when more and more such central bars are formed, braided channels are formed. Riverine Islands are the result of braided channels.

 

Karst Topography

Any limestone, dolomite or gypsum region showing typical landforms produced by the action of groundwater through the process of solution and deposition is called as Karst Topography (Karst region in the Balkans).

Sinkholes

A sinkhole is an opening more or less circular at the top and funnel-shaped towards the bottom.When as sinkhole is formed solely through the process of solution, it is called as a solution sink.When several sink holes join together to form valley of sinks, they are called as blind valleys.

 

Caves

In the areas where there are alternative beds of rocks (non-soluble) with limestone or dolomite in between or in areas where limestone are dense, massive and occurring as thick beds, cave formation is prominent. Caves normally have an opening through which cave streams are discharged Caves having an opening at both the ends are called tunnels.

Stalactites and stalagmites

They are formed when the calcium carbonates dissolved in groundwater get deposited once the water evaporates.These structures are commonly found in limestone caves.Stalactites are calcium carbonate deposits hanging as icicles while Stalagmites are calcium carbonate deposits which rise up from the floor.When a stalactite and stalagmite happened to join together, it gives rise to pillars or columns of different diameters.

GLACIERS

Masses of ice moving as sheets over the land (continental glacier or piedmont glacier if a vast sheet of ice is spread over the plains at the foot of mountains) or as linear flows down the slopes of mountains in broad trough-like valleys (mountain and valley glaciers) are called glaciers.

EROSIONAL LANDFORMS

Cirque

Cirques are the most common of landforms in glaciated mountains. They are deep, long and wide troughs or basins with very steep concave to vertically dropping high walls at its head as well as sides. A lake of water can be seen quite often within the cirques after the glacier disappears. Such lakes are called cirque or tarn lakes.

Horns and Serrated Ridges

Horns form through head ward erosion of the cirque walls. If three or more radiating glaciers cut headward until their cirques meet, high, sharp pointed and steep sided peaks called horns form.

 

Glacial Valleys/Troughs

Glaciated valleys are trough-like and U-shaped with broad floors and relatively smooth, and steep sides. There may be lakes gouged out of rocky floor or formed by debris within the valleys. There can be hanging valleys at an elevation on one or both sides of the main glacial valley. Very deep glacial troughs filled with sea water and making up shorelines (in high latitudes) are called fjords/fiords.

 

Depositional landforms

 

Moraines

They are long ridges of deposits of glacial till. Terminal moraines are long ridges of debris deposited at the end (toe) of the glaciers. Lateral moraines form along the sides parallel to the glacial valleys. The lateral moraines may join a terminal moraine forming a horse-shoe shaped ridge. deposits varying greatly in thickness and in surface topography are called ground moraines.

 

Eskers

When glaciers melt in summer, the water flows on the surface of the ice or seeps down along the margins or even moves through holes in the ice. These waters accumulate beneath the glacier and flow like streams in a channel beneath the ice. Such streams flow over the ground (not in a valley cut in the ground) with ice forming its banks. Very coarse materials like boulders and blocks along with some minor fractions of rock debris carried into this stream settle in the valley of ice beneath the glacier and after the ice melts can be found as a sinuous ridge called esker.

Outwash Plains

The plains at the foot of the glacial mountains or beyond the limits of continental ice sheets are covered with glacio-fluvial deposits in the form of broad flat alluvial fans which may join to form outwash plains of gravel, silt, sand and clay.

Drumlins

Drumlins are smooth oval shaped ridge-like features composed mainly of glacial till with some masses of gravel and sand. The long axes of drumlins are parallel to the direction of ice movement. They may measure up to 1 km in length and 30 m or so in height.

 

Arid Landforms

Wind is one of the  dominant agents in hot deserts. The wind action creates a number of interesting erosional and depositional features in the deserts.

EROSIONAL LANDFORMS

Pediments and Pediplains

. Gently inclined rocky floors close to the mountains at their foot with or without a thin cover of debris, are called pediments. through parallel retreat of slopes, the pediments extend backwards at the expense of mountain front, and gradually, the mountain gets reduced leaving an inselberg which is a remnant of the mountain. That’s how the high relief in desert areas is reduced to low featureless plains called pediplains.

Playas

Plains are by far the most prominent landforms in the deserts. In times of sufficient water, this plain is covered up by a shallow water body. Such types of shallow lakes are called as playas where water is retained only for short duration due to evaporation and quite often the playas contain good deposition of salts.

. Deflation Hollows and Caves

Weathered mantle from over the rocks or bare soil, gets blown out by persistent movement of wind currents in one direction. This process may create shallow depressions called deflation hollows. Deflation also creates numerous small pits or cavities over rock surfaces. The rock faces suffer impact and abrasion of wind-borne sand and first shallow depressions called blow outs are created, and some of the blow outs become deeper and wider fit to be called caves.

Mushroom, Table and Pedestal Rocks

Many rock-outcrops in the deserts easily susceptible to wind deflation and abrasion are worn out quickly leaving some remnants of resistant rocks polished beautifully in the shape of mushroom with a slender stalk and a broad and rounded pear shaped cap above. Sometimes, the top surface is broad like a table top and quite often, the remnants stand out like pedestals.

Depositional Landforms

When the wind slows or begins to die down, depending upon sizes of grains and their critical velocities, the grains will begin to settle.

Sand Dunes

Dry hot deserts are good places for sand dune formation. Obstacles to initiate dune formation are equally important. There can be a great variety of dune forms Crescent shaped dunes called barchans with the points or wings directed away from wind .Parabolic dunes form when sandy surfaces are partially covered with vegetation. That means parabolic dunes are reversed barchans with wind direction being the same.

Seif is similar to barchan with a small difference. Seif has only one wing or point. Longitudinal dunes form when supply of sand is poor and wind direction is constant. They appear as long ridges of considerable length but low in height. Transverse dunes are aligned perpendicular to wind direction. These dunes form when the wind direction is constant and the source of sand is an elongated feature at right angles to the wind direction.

French Revolution:-

  • It gave birth to ideas of liberty, freedom and equality
  • It led to the end of monarchy in France
  • A society based on privileges gave way to a new system of governance
  • The Declarations of the Rights of Man during the revolution, announced the coming of a new time.
  • The idea that all individuals had rights and could claim equality became part of a new language of politics.
  • These notions of equality and freedom emerged as the central ideas of a new age; but in different countries they were reinterpreted and rethought in many different ways

Ideals of Revolution

  • The collapse of the old regime was the consequence of many factors – economic problems, social unrest, conflicting ambitions of groups and individuals.
  • In the unfolding of the Revolution, what was thought, what was said, and what was advocated, was expressed in terms categories that came from political theorists of the Enlightenment such as Montesquieu, Locke and Rousseau.
  • Montesquieu, the most important political philosopher of the French revolution claimed that a liberal constitutional monarchy was the best system of government for a people who prized freedom, on the grounds that by dividing the sovereignty of the nation between several centres of power, it provided a permanent check on any one of t hem becoming despotic.
  • Mirabeau, the leading orator among the revolutionists of this early phase, was very much the disciple of Montesquieu in his demand for a constitutional monarchy. Mirabeau was born in a noble family but was convinced of the need to do away with a society of feudal privilege. He brought out a journal and delivered powerful speeches to the crowds assembled at Versailles.
  • Then, there was Locke’s theory of the natural rights of man to life, liberty and property. The French revolutionists were influenced by Locke’s theory as  merican revolutionist had done so in 1776
  • Where Montesquieu had understood freedom as being unconstrained and unimpeded in doing what one chooses to do so as long as it is lawful, Rousseau defined freedom as ruling oneself, living only under a law which one has oneself enacted.
  • On Rousseau’s philosophy of freedom “The Social Contract” there was no question of the people dividing and diminishing  sovereignty, because the people were to keep sovereignty in their own hands. In Rousseau’s conception of a constitution, the nation became sovereign over itself.

Stages:-

  • 1774: Louis XVI becomes king of France, faces empty treasury and growing discontent within society of the Old Regime.
  • 1789: Convocation of Estates General, Third Estate forms National Assembly, the Bastille is stormed, and peasant revolts in the countryside.
  • 1791: A constitution is framed to limit the powers of the king and to guarantee basic rights to all human beings.
  • 1792: Overthrow of the Constitutional Monarch—oftencalledthe“SecondRevolution”—and the establishment of the First French Republic.
  • After the establishment of the Republic, the level of violence grew as the Republican regime sought to repress counter – revolutionary movements in France (Federalist revolts and the Vendee uprising) while struggling at the same time to prevent defeat in war by the combined forces of Austria, Prussia, and Britain.
  • The so-called reign of Terror was instituted to quash both internal and foreign forces of counter revolution. But once these internal and foreign threats were under control in the spring of 1794, Terror continued at the direction of the Committee of  Public Safety, the most famous member of which was Maximiliean Robespierre.
  • This last period of Terror was aimed at eliminating political rivals of Robespierre and the Committee, which included Danton. The excesses that resulted led to the overthrow of Robespierre and the Committee.
  • After the overthrow of Robespierre, the revolution continued still longer as the moderate leaders of the newly established government called the Directory (1795-1799) attempted to bring the revolution to a close in keeping with the principles of 1789 that would be under bourgeois control and freed from the intervention and pressures of the popular movement.
  • This effort entailed the forceful repression of the popular movement in Paris by Napoleon’s so-called “whiff of grapeshot” ,the overturning of elections in 1797 (to oust neo-Jacobins seen as too radical) and again in 1798 (to oust ultra conservatives).
  • The Directory relied on the army and military force to carry out these repressive acts at the same time it supported the army and Napoleon in an aggressive war of expansion in Europe and Egypt.
  • Having relied on the army so much, the Directory was in the end overthrown by Napoleon and military might.

Limitations

It would be unfair to Rousseau to say that Robespierre put the theory of The Social Contract into practice, but he used Rousseau’s language, and exploited – while distorting –  several of Rousseau’s ideas in the course of his reign of terror.


 

World War I and Gadar movement

World War I and Indian Nationalism

  • Increasing number of Indians from Punjab were emigrating to North America.
  • The British government thought that these emigrants would be affected by the idea of liberty. Hence, they tried to restrict emigration.
  • Tarak Nath Das, an Indian student in Canada, started a paper called Free Hindustan.
  • The Hindi Association was setup in Portland in May 1913.
  • Under the leadership of Lala Har Dayal, a weekly paper, The Ghadar was started and a headquarters called Yugantar Ashram was set up in San Fransisco.
  • On November 1, 1913, the first issue of Ghadar was published in Urdu and on December 9, the Gurumukhi edition.
  • In 1914, three events influenced the course of the Ghadar movement:
    • The arrest and escape of Har Dayal
    • The Komagata Maru incident
    • Outbreak of the first world war
  • Gharadites came to India and made several attempts to instill the Indian population to revolt. However, this was of no avail.
  • The Ghadar movement was very secular in nature.
  • Ghadar militants were distinguished by their secular, egalitarian, democratic and non-chauvinistic internationalist outlook.
  • The major weakness of the Ghadar leaders was that they completely under-estimated the extent and amount of preparation at every level – organizational, ideological, strategic, tactical, financial – that was necessary before an attempt at an armed revolt could be organized.
  • It also failed to generate an effective and sustained leadership that was capable of integrating the various aspects of the movement.
  • Another weakness was its almost non-existent organizational structure.
  • Some important leaders: Baba Gurmukh Singh, Kartar Singh Saraba, Sohan Singh Bhakna, Rahmat Ali Shah, Bhai Parmanand and Mohammad Barkatullah.
  • Inspired by the Ghadar Party, 700 soldiers at Singapore revolted under the leadership of Jamadar Chisti Khan and Subedar Dundey Khan. The rebellion was crushed.
  • Other revolutionaries: Jatin Mukharjee, Rash Bihari Bose, Raja Mahendra Pratab, Lala Hardayal, Abdul Rahim, Maulana Obaidullah Sindhi, Champakaraman Pillai, Sardar Singh Rana and Madame Cama

Maha gujarat andolan

During British rule in India, sections of the western coast of India were the part of the Bombay Presidency. In 1937, Bombay Presidency was included as a province of British India. After independence of India in 1947, the demand for linguistic states came up. On 17 June 1948, Rajendra Prasad set up the Linguistic Provinces Commission to recommend whether or not the states should be reorganized on a linguistic basis. The commission included S. K. Dhar (retired Judge of the Allahabad High Court), J. N. Lal (lawyer) and Panna Lall (retired Indian Civil Service officer), and so it was called Dhar commission. In its 10 December 1948 report, the Commission recommended that “the formation of provinces on exclusively or even mainly linguistic considerations is not in the larger interests of the Indian nation”.

The Mahagujarat conference was held in 1948 to include all Gujarati speaking people under one administration which finally resulted in formation of Gujarat. According to the autobiography of Indulal Yagnik, Bombay state chief minister B. G. Kher and the then home minister Morarji Desai visited Dang in May, 1949. B. G. Kher stated that tribal people of Dang spoke Marathi and focus should be on that. Indulal Yagnik and others visited Dang to examine this. Gujarati Sabha also sent a committee for examination and agitate on negligence by government. The committee reported that Dang is more related to Gujarat.

By 1952, the demand for separate Telugu-majority Andhra State had started in Madras State. Potti Sreeramulu, one of the activists demanding Andhra State, died on 16 December 1952 after undertaking a fast-unto-death. Subsequently, Andhra State was formed in 1953. This sparked agitations all over the country demanding linguistic states.  In December 1953, Prime Minister Jawaharlal Nehru appointed the States Reorganisation Commission (SRC) to prepare report on the creation of linguistic states. The commission was headed by Justice Fazal Ali so it was called Fazal Ali Commission. The commission reported in 1955 to reorganise states of India.

 

 

Agitation

SRC considered to form states on linguistic basis but recommended that Bombay state should stay as a bilingual state. It was further enlarged by the addition of Saurashtra State and Kutch State, the Marathi-speaking districts of Nagpur Division of Madhya Pradesh, and the Marathawada region of Hyderabad. The southernmost districts of Bombay state were included in Mysore State. So it had Gujarati-speaking population in north and Marathi-speaking population in southern parts. Both Gujarati and Marathi people opposed the SRC’s recommendation and strongly demanded separate linguistic states. The situation became complicated because both of them wanted to include Bombay city (now Mumbai) in their own states due to its economic and cosmopolitan values. Jawaharlal Nehru also suggested to form three states; Maharashtra, Gujarat and centrally governed city-state of Bombay to solve conflict.

Protest broke out in Bombay and other Marathi-speaking districts later known as Samyukta Maharashtra Movement demanding separate Marathi state. Morarji Desai, then the Chief Minister of Bombay State, was against it. On 8 August 1956, some college students of Ahmedabad went to local Congress House near Lal Darwaza to demand separate state. Morarji Desai did not listen them and police repression resulted in death of five to eight students. It triggered massive protests across the state. Indulal Yagnik came out of his retirement from politics and founded Mahagujarat Janata Parishad to guide movement. Many protesters including Indulal Yagnik and Dinkar Mehta, Dhanvant Shroff were arrested and kept at Gaekwad Haveli in Ahmedabad for a few days and later imprisoned in Sabarmati Central Jail for  three and half months. Protest also spread in other parts of the state which forced Morarji Desai to go on week-long fast. People did not turned up to support him during fast and stayed in home following self-imposed curfew, Janata Curfew. Just before the declaration of carving three states as Nehru suggested, 180 members of Parliament suggested return to bilingual Bombay state together. There was conflict over Mumbai and Dang which was solved through discussions. Gandhian activist Ghelubhai Nayak actively lobbied for accession of Dang in Gujarat. Mumbai went to Maharashtra and Dang went to Gujarat.
